Tuesday 10pm Tropical Update: Rafael strengthens, could become Cat. 2
SUMMARY: Hurricane Raphael has strengthened to 80 mph but is expected to have minimal impact on land. Projected to become a Category 2 storm, it will move over Western Cuba before potentially strengthening again in the Gulf of Mexico late Wednesday into early Friday. However, dry air and hostile conditions in the Gulf are likely to weaken the storm significantly. While it may regain some strength as it moves westward, it is expected to dissipate without making landfall as an organized system. Any impacts along the coast might occur late Sunday into Monday, dependent on the storm’s path.
Chief meteorologist Chris Franklin says Hurricane Rafael is strengthening, but expected to weaken as it approaches the Gulf of Mexico.

Bossier City Council meeting gets heated over charter issues, budget | Louisiana
SUMMARY: Bossier City residents gathered for an Election Day council meeting to challenge a proposed ordinance for a new city charter set for the March ballot. This ordinance had previously faced deferral by the Louisiana Bond Commission due to concerns about it overshadowing a more popular charter petition. Despite public opposition and ongoing court appeals, the council voted to send the ordinance back to the bond commission. Opponents argued for better allocation of city funds, while supporters insisted the charter included important measures. The council also voted to approve the 2025 budget amid criticism about its spending priorities.
