State officials say Louisiana economic incentives have negative fiscal returns | Louisiana

SUMMARY: At a Louisiana Legislature hearing, the Economic Development Department analyzed its incentive programs, revealing that while many have negative fiscal returns, they provide a positive economic return for taxpayers. The Quality Jobs program, which offers payroll rebates to encourage higher-paying jobs, has benefitted many small businesses. Although it generates a 70-cent return per dollar spent, overall fiscal returns remain low. Competing states like Texas and Florida present challenges with their lower corporate taxes and better deal-closing funds. The Motion Picture Production Incentive, however, has shown remarkable success, yielding $6.32 for every dollar spent and supporting workforce development initiatives.
