SUMMARY: The Mississippi Senate has proposed a counter tax bill to the House’s “Build Up Mississippi Act,” which aims to phase out the income tax and reduce the grocery tax. While both bills focus on tax cuts, the Senate, led by Lt. Gov. Delbert Hosemann, seeks a more measured approach, proposing to lower the income tax rate to 2.99% by 2030 instead of full elimination. The Senate bill also plans to cut the grocery tax from 7% to 5%, unlike the House’s higher effective rate. Additionally, the Senate’s proposal addresses tax revenue for transportation but does not tackle the funding for the Public Employees Retirement System. Both chambers will need to negotiate to reach a final agreement.
