Proposed ordinance address “aggressive panhandling” in Tupelo

SUMMARY: Panhandling, or soliciting donations in public, has become an issue in . While protected by the First Amendment, Tupelo is considering an ordinance to curb aggressive panhandling. The proposed ordinance, discussed in a Council work , aims to make aggressive solicitation illegal. Behaviors such as using intimidation, blocking pathways, asking near ATMs and , or continuing to beg after refusal could incur misdemeanor charges and fines. The ordinance also targets unsafe panhandling near high-traffic to address public safety concerns. The Council will vote on this ordinance, with updates to follow.
