Report shows impact of sweeping municipal court reforms in St. Louis County
SUMMARY: Local municipal courts have faced allegations of incarcerating individuals for minor offenses, particularly traffic tickets. Following the 2014 death of Michael Brown in Ferguson, systemic reforms commenced in St. Louis County’s courts, heightened by a Justice Department investigation revealing racially biased policing and excessive fines. Arch City Defenders recently released a comprehensive report documenting these changes, noting that since 2015, they have filed seven federal lawsuits against multiple municipalities for treating the courts as “debtor prisons.” These reforms have resulted in significant reductions in municipal court revenue and issuance of warrants and tickets, indicating a shift in the judicial approach over the past decade.
A new report exclusively obtained by 5 On Your Side shows changes within the St. Louis County court systems and the calls to consolidate it. All of these changes started in Ferguson following the death of Michael Brown in 2014.

SUMMARY: South Carolina’s rise from 26th to 13th place in the 2025 Education Freedom Report by ALEC highlights significant improvements in educational freedom. With a “B” in education freedom programs and charter schools, the state is making strides in providing more options for students. The notable improvement in charter schools, securing 8th place with 9.63 points, signals progress in offering diverse educational opportunities. However, the state still faces challenges in open enrollment, receiving an “F” for that category. Despite these challenges, South Carolina’s overall performance places it among the top states, with Florida continuing to lead with an “A+” grade. Missouri bill putting a bounty on undocumented immigrants faces fierce resistance • Missouri Independent
SUMMARY: A contentious legislative hearing in Missouri revealed deep divisions over immigration policy, with calls for a bounty on undocumented immigrants sparking heated debate. Senator David Gregory proposed legislation offering a $1,000 bounty for tips leading to the arrest of undocumented individuals, effectively establishing a state-level ICE program. Critics, including Senator Barbara Washington, argued this could promote racial profiling and create a climate of fear within communities. Supporters claimed it would enhance law enforcement’s ability to address human trafficking. The hearing highlighted concerns over the economic contributions of undocumented immigrants, who paid $113 million in state taxes while lacking access to public benefits.
