Ravenswood audit reveals inadequate oversight, recordkeeping and internal controls
SUMMARY: A state audit requested by Ravenswood officials uncovered inadequate oversight, recordkeeping, and internal controls in the city’s finances for fiscal year 2023. While the audit did not detail the fraud that prompted the investigation, it highlighted weaknesses in the city’s financial management. Ravenswood addressed some issues by disbanding the Ravenswood Development Authority in June 2024, following allegations of embezzlement and forgery by former councilwoman Denise Toller, who resigned but has not been charged. Mayor Josh Miller acknowledged the need for improved accounting practices and announced plans to discuss the audit at an April 15th council meeting.

A state audit requested by Ravenswood officials shows the city lacked adequate oversight, records and sometimes did not use the internal controls it had to keep track of finances in fiscal year 2023.
