Francine weakens and moves inland after lashing Louisiana
SUMMARY: Hurricane Francine, which struck Louisiana as a Category 2 storm, weakened while causing widespread power outages, with over 390,000 affected in Louisiana and 46,000 in Mississippi. The storm brought heavy rain and storm surges, raising flooding concerns in New Orleans and other areas. A heroic rescue in New Orleans was captured live when a nurse saved a trapped driver from a submerged truck. As Francine downgraded to a tropical depression, emergency responders, including the National Guard, prepared to assist affected regions, while remnants of the storm posed a continued threat of flash flooding and spinoff tornadoes.
