As the river becomes more shallow, barges can carry less cargo, leading to increased costs. The uncertainty of a dry spell before the usual low periods of the river further complicates planning. The U.S. Army Corps of Engineers is responsible for maintaining navigation on the Mississippi, which is starting to reveal more shoreline. Louisiana has issued an emergency warning for high heat conditions, while the southern parts of Mississippi are dealing with temperatures over 100 degrees Fahrenheit and no rain. The governor has not yet declared a state of emergency.
