Mississippi hospitals react to governor’s Medicaid reimbursement reforms

SUMMARY: Mississippi Governor Tate Reeves has faced criticism for his plan to aid financially struggling hospitals by reforming Medicaid reimbursement methods. The plan is expected to provide approximately $698 million to Mississippi’s hospitals. The first initiative, called the Mississippi Hospital Access Program (MHAP), will offer direct payments to hospitals serving patients in the Medicaid managed care delivery system. The second initiative aims to supplement Medicaid base payment rates for hospitals by reimbursing inpatient and outpatient services up to the Medicare upper payment limit. Some Democrats and Medicaid expansion advocates have argued that the plan falls short of meeting the needs of the state’s hospitals. However, officials at St. Dominic Hospital in Jackson have expressed their support, stating that the funding will provide a lifeline for many hospitals. The plan is currently awaiting approval from the Centers for Medicare and Medicaid Services (CMS) and, if approved, will be effective from July 1, 2023. Mississippi currently has 74 rural hospitals, with 24 at immediate risk of closure due to severe financial problems.
