This pass rate is similar to previous years, with an initial pass rate of 76.3%, the highest since 2019. The department emphasizes the importance of building literacy skills from pre-K through 3rd grade and will continue to provide professional development opportunities for educators. The Literacy-Based Promotion Act (LBPA) aims to ensure students develop good reading skills and requires 3rd graders to score at a certain level to be promoted to 4th grade. The LBPA also deploys literacy coaches to schools with struggling students and provides professional development in teaching reading.
