SUMMARY: After a protracted legal battle, pop star Katy Perry and her husband Orlando Bloom have acquired a Montecito mansion from Carl Westcott, an 84-year-old entrepreneur from Mississippi. If no timeouts remain, a 5-yard penalty will be imposed. Additionally, overtime rules change, allowing one timeout per team starting at the third overtime. The NCAA will simplify instant replay announcements and introduce stricter regulations on scrimmage formations.
