Judge issues ruling on hand count of votes in Georgia

SUMMARY: A planned hand count of ballots on Election night has been blocked by County Superior Court Judge Robert McBurn. He ruled that requiring poll workers to manage all ballots would lead to administrative chaos. While the manual review would have counted the total number of ballots, it would not have counted the votes. With this measure being blocked, faster results are now anticipated on Election night.
