Hurricane Helene forms, to become dangerous Cat. 3 storm before Florida landfall

SUMMARY: Hurricane Helen is intensifying and is expected to make landfall near Tallahassee as a major Category 3 hurricane, impacting areas from the Florida Panhandle to Georgia.
