Court confirms federal takeover of a Mississippi jail but limits power over budget
SUMMARY: A federal appeals court has upheld the appointment of a receiver to oversee the Raymond Detention Center in Mississippi, where a judge previously found unconstitutional conditions and alarming incidents, including deaths. The court confirmed the ruling by U.S. District Judge Carlton Reeves but limited the receiver’s authority over budgeting. While the takeover is currently on hold due to Hinds County‘s appeal, the judges found ongoing constitutional violations and emphasized the need for oversight to improve the facility’s dire conditions. Hinds County officials are working to address staffing shortages and have recently closed part of the jail.
