Henifin in favor of Jackson water takeover bill, calling it ‘a great foundation’
SUMMARY: Ted Henifin, Jackson‘s interim third-party water manager, endorses Senate Bill 2628, aimed at establishing a water system authority for the city once his tenure ends. The proposed Mississippi Capitol Region Utility Act would create a nine-member board, appointed by the governor and lieutenant governor, to govern water and wastewater services. Henifin suggests the bill incorporates his feedback from the previous legislative session and recommends defining a start-up cost in the FY 2025 state budget. The bill, having passed the committee, outlines board responsibilities, including managing federal funds, setting rates, issuing bonds, and purchasing assets. Henifin is to discuss further amendments with lawmakers.
