Former death row inmate in Mississippi to be resentenced to life with possibility of parole
SUMMARY: The Mississippi Supreme Court has ruled that a former death row inmate, Howard M. Neal, will be resentenced due to his intellectual disabilities. The new sentence will make him eligible for parole. Neal was convicted in 1982 for the kidnapping and killing of his 13-year-old half-niece.
