SUMMARY: Judge denies death row inmate Kevin Underwood’s request for a stay of execution ahead of his scheduled execution on December 19 for the 2006 murder of 10-year-old Jamie Rose Bolin, which involved plans to cannibalize her body. Underwood’s execution process has been complicated by turmoil within the Oklahoma Pardon and Parole Board, including the recent resignation of two appointees and ongoing criminal investigations. Despite his attorneys’ claims that the addition of a new board member could hinder proceedings and potentially violate open meeting laws, the judge ruled against delaying the execution. Clemency is set for discussion on Monday.

Emissions intensity, which measures methane emissions per barrel, has notably decreased, particularly in the Williston and Appalachian Basins. The Permian Basin saw a 32% reduction in methane emissions, with a dramatic 66% drop in flaring intensity since 2019.
