Constitutional violations lead to federal takeover of Hinds County jail
SUMMARY: A U.S. appeals court has allowed the federal takeover of the Raymond Detention Center in Hinds County, contingent upon revising the consultant’s powers. The court cited ongoing constitutional violations, including assaults and deaths at the facility, affirming a previous ruling by Judge Carlton Reeves. The judges criticized the consultant’s “overly broad” budgeting authority, which could undermine the county’s financial constraints. The jail was placed in receivership in July 2022 due to significant deficiencies, including staffing shortages. Hinds County officials, including Sheriff Tyree Jones, are committed to addressing these issues, having recently transferred 200 inmates to a private facility.
