Cold case murder from 1989 solved in Calhoun County
SUMMARY: Glenda Armstrong, 55, has been sentenced to 20 years in prison for her role in the 1989 homicide of James “Hippie” Webster, who was fatally stabbed outside a nightclub. The case remained cold for 35 years until a key informant came forward, providing crucial information that revitalized the investigation. Calhoun County Sheriff Gregg Pollan indicated that the case had previously stagnated due to administrative issues. Following the reopening of the case, community input surged, allowing authorities to piece together evidence, ultimately leading to Armstrong’s guilty plea for manslaughter. This development has brought some closure to Webster’s family.

SUMMARY: Mississippi has improved the funding of its college tuition programs, with the Mississippi Prepaid Affordable College Tuition (MPACT) Legacy Plan now reaching over 100% funding after being only 72% funded in 2019. State Treasurer David McRae credits fiscal decisions and a record 27% investment return in Fiscal Year 2021 for the turnaround. The College Savings Board updated actuarial assumptions in 2020, which further strengthened the plan. The newer Horizon Plan, started in 2014, is also fully funded at 135.5%. McRae emphasizes the importance of these programs for enhancing educational opportunities and supporting economic development in Mississippi.
