SUMMARY: San Antonio is intensifying penalties for irresponsible dog owners to address the city’s dog attack issues, with the city council unanimously approving new regulations. The Animal Care Services (ACS) has dealt with 300 severe bite cases in the past year. Fines for repeat offenders will increase significantly, reaching up to $750, and those failing to prevent dog bites can face fines between $1,000 and $2,000. Additionally, ACS can now spay or neuter loose dogs before returning them to owners. An anonymous reporting system for dangerous dogs has been implemented, with state senator Jose Menendez advocating for fully anonymous reports.

Council members’ approval is needed before the city can raise fines for repeat offenders or begin sterilizing dogs before they are returned to their owners.
