SUMMARY: Florida has ranked first in the Heritage Foundation’s Education Freedom Report Card for the third consecutive year, excelling in education choice, transparency, teacher freedom, and return on investment. Lawmakers enacted measures protecting parental and teacher rights and allowing parental review of classroom assignments. The state was recognized for its extensive school choice expansion through House Bill 1 and support for homeschooling autonomy. It finished eighth in return on investment, spending $12,108 per student while achieving average National Assessment of Educational Progress scores, suggesting areas for improvement.
