SUMMARY: The Louisiana Office of Student Financial Assistance had inadequate controls over financial reporting, leading to inaccurate and incomplete financial statements for the Student Tuition Assistance and Revenue Trust Program (START) for 2023. The Louisiana Legislative Auditor found six major issues, including errors in securities lending disclosures, overstated interest receivables, misclassified cash and participant deposits, and overstated investments. Additionally, $4.08 million in unsupported manual adjustments were made, and there were discrepancies between financial statements, note disclosures, and schedules. Previous audit issues were not properly addressed, resulting in repeated adjustments.
