Despite current laws prohibiting parole for certain murder convictions, Phillips’ crime occurred before 1995, making him eligible. His release has sparked outrage, with former prosecutors questioning the decision. This follows another controversial parole decision in 2023, which freed James Williams, a man who dismembered his parents. Mississippi lawmakers have yet to act on parole reform.
