SUMMARY: People in Houston and Beaumont are shocked by Shamsud-Din Jabbar’s involvement in the Bourbon Street attack. Friends and family, including an old army buddy in Houston, are floored by his actions, as they knew him as a normal, upstanding individual with no red flags. Jabbar, a former soldier, had been in contact with his army friend about meeting in Houston, but the meeting never happened. Friends in Beaumont, where Jabbar grew up, are also in disbelief, expressing anger at whoever may have influenced him to commit such a violent act. They struggle to understand what led him down this path.

Everyone we’ve talked with who knew the Houston man behind the New Orleans attack said there were no red flags or radical behavior and they’re shocked by his actions.

Less than 85% of calls are answered in-state, and a proposed Senate Bill aims to establish a trust fund to improve funding through cellphone surcharges. Advocates stress the need for equitable support for crisis services to match emergency services like 911.
