SUMMARY: Fifteen-year-old Javon Elo Jr. was killed a week ago while wearing an ankle monitor that was not being actively tracked, raising concerns among criminal justice officials. Despite having two open cases, he had recently completed a supervision program without violations and was reportedly on the right path. Javon had just been dropped off at a friend’s apartment instead of returning home, leading to his involvement in a fight before being shot. His family mourns his loss deeply. A new law requiring real-time monitoring of ankle monitors will take effect in January to prevent such tragedies in the future.

SUMMARY: A federal judge blocked Louisiana’s law requiring Ten Commandments displays in classrooms, citing constitutional concerns. Judge John deGravelles issued a preliminary injunction, halting Gov. Jeff Landry’s House Bill 71, which mandates the displays pending a final court ruling. The judge ruled the law unconstitutional, noting its “overtly religious” purpose and similarity to a 1980 Supreme Court case that struck down a similar Kentucky law. The state plans to appeal the decision. Critics argued it infringed on students’ First Amendment rights, while the state contended the law could be implemented constitutionally as a historical reference. The case will be reviewed by the 5th Circuit Court.

However, members Barry Rachal and Don Little questioned financial commitments and requested an environmental impact study.
