Residents are evacuating, especially in areas already impacted by Hurricane Helen just weeks prior. While some businesses are boarded up and highways are congested, with travel halted at Tampa International Airport, a few residents choose to stay, feeling secure in their high-rises. Emergency efforts are ongoing as the storm approaches.
