Lawsuit: Man died confined in full-body restraint inside Montgomery County jail
SUMMARY: A mother has sued Montgomery County jail staff after her son, Kevin Hall, died in custody in 2022. The lawsuit, filed by Bonnie De Hart, alleges that jail employees confined Hall in a restraint similar to a straitjacket for 15 hours while he experienced symptoms of a heart attack. De Hart claims that jail policies mandated constant medical checks, which were reportedly not conducted. Additionally, she states that none of the staff present were trained in CPR or first aid, raising concerns about negligence in Hall’s care during his dire medical distress.
