Tuesday Noon Tropical Update: TS Helene to become a hurricane
SUMMARY: Tropical Storm Helen is currently in the Northwest Caribbean, moving northwest at 12 mph. As of 10 a.m., it’s not showing signs of healthy development, which is beneficial for Florida. The storm is expected to intensify when it reaches the Gulf. Its track suggests that it will approach Cancun late today, then turn northward, reaching the Big Bend area of Florida as a Category 3 storm by Thursday evening. Florida will experience minimal impacts, with warm weather and a few showers. Winds will pick up on Thursday, but significant rain is not anticipated. The weekend looks favorable with cooler temperatures.
We will be on the dry side as well as a deep upper trough, which will help sling-shot the storm quickly toward Florida.
By Wednesday the wind shear should weaken in the Gulf and the storm will likely become a hurricane. Rapid intensification could continue into Thursday before the storm makes landfall

State energy department unable to cover cost of orphaned oil and gas wells | Louisiana
SUMMARY: A recent Louisiana Legislative Auditor report reveals challenges in managing orphaned oil and gas wells, with their numbers up 68% since 2013. Two audits show that the state‘s financial security for remediation is inadequate, needing $542.9 million, while regulations for operators did not mandate financial security until 2015. Between 2020 and 2023, 976 orphaned wells were plugged, increasing efforts but only slightly reducing their overall number. The state faces financial risk due to insufficient oversight and funding limitations, and the Conservation Office has yet to adjust fee structures since 2004. The audit recommends multiple improvements to address these issues.
