SUMMARY: Mississippi’s House passed a resolution to partly restore the ballot initiative process, requiring 8% of voters’ signatures for proposals. However, changes to the constitution, abortion, pension, and local laws aren’t permitted. Initiatives needing funding must outline costs, and the legislature may amend proposals. Democrats criticized the resolution for its limitations and lack of commitment to full restoration. While the House’s Republicans claim the move is provisional, aiming for Senate refinement, Democrats reject the bill as inadequate. The Senate will next review the resolution. Previously, the Supreme Court invalidated Mississippi’s initiative process, prompting legislative action for its reinstatement with higher signature requirements and restricted voter authority.

These changes aim to enhance the board’s discretion and accountability. The proposals follow public criticism over controversial parole decisions, such as those involving Frederick Bell and James Williams III, highlighting concerns about public safety.
