Biloxi mayor backs AG after secretary of state’s attack over tidelands leases
SUMMARY: Biloxi Mayor Andrew “FoFo” Gilich has expressed support for Attorney General Lynn Fitch and Department of Marine Resources (DMR) Executive Director General Joe Spraggins in their fight against the enforcement of tidelands leases along Mississippi’s Gulf Coast. Gilich believes that Secretary of State Michael Watson’s efforts to enforce tidelands leases are a waste of time and money, as local governments are already providing sufficient protection for the tidelands. Gilich praised Fitch for honoring a Mississippi Supreme Court decision that allowed Biloxi and Harrison County to lease property for the rebuilding of a public pier. Watson has hired a private firm to prosecute entities violating tidelands leasing laws, but Gilich argues that this is unnecessary. There are currently over two dozen entities using tidelands without a lease, and around 12 are accused of not paying rent to state subleasing agencies. Tidelands leases generate approximately $10 to $12 million per year for local governments.
